Role description: Arcadis is seeking a Director of Procurement, US Semiconductor to lead procurement strategy and execution across major semiconductor and advanced technology programs in the United States. This role will focus on construction, indirect, and services procurement, supporting complex capital projects and operational needs across design, construction, tool install, and managed services environments. The Director of Procurement will be responsible for developing sourcing strategies, leading supplier and subcontractor engagement, managing commercial risk, and driving value throughout the procurement lifecycle. Working closely with project management, construction management, design, project controls, finance, legal, and client teams, this individual will ensure procurement supports program objectives related to cost, schedule, quality, safety, and supply chain resilience. As a senior leader, the Director of Procurement will bring strong market insight, commercial judgment, and leadership capability to a fast-paced and technically demanding sector. This role will also contribute to business growth, procurement process improvement, and supplier relationship development across the US market. This role may be performed remotely, though candidates located near Boise, Idaho; Phoenix, Arizona; Albany, New York; or Hillsboro, Oregon are preferred. Role accountabilities: Lead procurement strategy and execution across US semiconductor and advanced technology programs, with emphasis on construction, indirect, and services categories. Develop and implement sourcing strategies for key spend areas including construction services, professional services, temporary works, logistics, equipment support services, and other project-related indirect categories. Manage end-to-end procurement activities including prequalification, tendering, bid analysis, negotiation, supplier selection, award recommendation, and onboarding. Partner with business, project, and client stakeholders to develop procurement plans aligned with budget, delivery schedule, project milestones, and operational priorities. Lead supplier and subcontractor negotiations to achieve commercial value while protecting project objectives related to risk, performance, quality, and schedule. Support major capital project delivery by proactively identifying long-lead, capacity-constrained, and business-critical service packages. Collaborate with legal, commercial, and project leadership on contract terms, procurement governance, change management, and claims avoidance. Build and maintain strong supplier relationships to improve visibility, performance, scalability, and continuity of supply. Monitor market conditions and supply chain trends impacting semiconductor and advanced technology construction programs, including contractor availability, pricing, and regional capacity constraints. Ensure procurement processes are compliant with Arcadis standards, client requirements, and applicable governance procedures. Support business development activities including pursuits, proposals, contract reviews, fee development, and procurement risk assessments. Drive continuous improvement in procurement tools, processes, reporting, and supplier management practices. Contribute to the development of procurement capability across the business through leadership, coaching, and knowledge sharing. Foster a collaborative culture built on trust, accountability, and a strong commitment to safety, ethical procurement, and delivery excellence. Other duties as assigned. Qualifications & Experience: Bachelor’s degree in Supply Chain, Construction Management, Business, Engineering, or a related field with a minimum of 12–15 years of relevant experience, or equivalent combination of education and experience. Professional certifications such as CPSM, CIPS, PMP, or an MBA are preferred qualifications. Proven leadership experience in semiconductor, advanced technology, mission critical, industrial, or comparable large-scale construction environments. Strong experience procuring construction services, indirect categories, professional services, and subcontracted support services in complex project settings. Demonstrated success in strategic sourcing, supplier relationship management, commercial negotiation, and procurement risk management. Experience supporting large capital projects with an understanding of schedule-critical procurement, contracting approaches, and supplier performance management. Strong working knowledge of the procurement and supply chain dynamics relevant to semiconductor and advanced manufacturing expansion projects. Excellent communication and stakeholder management skills, with the ability to influence project teams, business leaders, suppliers, and clients. Software proficiencies should include Microsoft Office Suite, Microsoft Teams, Excel, Deltek, Oracle, Procore, Power BI, and other procurement or project platforms as applicable. Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation. Why Arcadis?
