This is an opportunity for an experienced Senior Quantity Surveyor or Commercial Manager to broaden their remit beyond traditional quantity surveying into commercial governance, procurement strategy, project controls and full lifecycle project delivery. The APM Advanced Process Manufacturing division is expanding its commercial capability due to a strong pipeline across pharmaceutical, life sciences, microelectronics, datacentre, advanced manufacturing and other technically intensive sectors. Arcadis provides full EPCMV services within a multidisciplinary environment, giving this role direct exposure to client teams, engineering disciplines, procurement specialists, project managers and construction delivery teams across high-value programmes.

What you'll do

The Senior Quantity Surveyor / Commercial Manager will work as part of the Project Controls Team, partnering with engineering, procurement, construction and client teams to provide robust cost and commercial management throughout the project lifecycle. Key responsibilities include: Cost & Contract Management Prepare and manage cost plans, budget estimates, forecasts and cost reports across all project phases, from concept development through to commissioning and close-out. Lead or support contract preparation, commercial reviews, tender analysis and award recommendations for construction, equipment, services and specialist trade packages. Administer contracts, including interim valuations, progress measurement, variation assessment, change control, payment recommendations, commercial reporting and final account agreement. Estimating & Tendering Prepare tender enquiry documentation, bills of quantities, pricing schedules and commercial clarifications to support competitive contractor and vendor procurement. Review contractor and supplier submissions, support bid evaluations and provide commercial input into procurement strategy, tender recommendation and contract award processes. Data & Benchmarking Develop, maintain and apply historical cost data, benchmarks and key project metrics to support estimating, cost planning and continuous improvement across future projects. The successful candidate will support projects across pharmaceutical, food, chemical, heavy industrial, datacentre, microelectronics, advanced manufacturing and wider mission critical sectors, with involvement across the following project phases: Conceptual Studies Detail Engineering & Procurement Construction Commissioning & Qualification Close Out & Handover Candidate Profile, Experience & Skills Degree-qualified in Quantity Surveying, Construction Economics or a related commercial discipline. Minimum 10–15 years’ experience in senior quantity surveying, commercial management, cost management, contract administration and commercial reporting within consultancy, contractor, client-side, EPC/EPCM or complex capital project environments. Experience across pharmaceutical, life sciences, datacentre, microelectronics, advanced manufacturing, mission critical or other technically complex sectors would be beneficial. Chartered status with the SCSI and/or RICS would be a distinct advantage for this senior role. Willingness to undertake occasional travel to the UK or mainland Europe, as required to support project delivery, client engagement or site-based activities on major capital projects. Technical Skills Strong capability in cost management and project controls tools, including CostX, BuildSoft, Excel, Word, MS Project, Visio and PowerPoint. Experience with procurement, scheduling, change management and earned value or progress measurement processes would be advantageous. Key Attributes Excellent commercial awareness, analytical ability and attention to detail, with the confidence to manage complex cost and contractual matters. Ability to prioritise workload, work independently and support multiple workstreams in a fast-paced, client-focused project environment. Strong communication, stakeholder management and teamwork skills, with the ability to engage effectively within multidisciplinary teams and with clients, contractors, vendors and internal project teams. We are seeking a Senior Quantity Surveyor / Commercial Manager with strong commercial, procurement and contract management experience to support major capital and mission critical projects. Reporting to the Estimating, Contracts & Procurement Manager, the role will provide senior-level cost management, procurement, contract administration, change control and commercial reporting support from early-stage studies through to construction, commissioning, close-out and handover.
