This opportunity is suited to a Quantity Surveyor or commercially focused Project Controls professional with 38 years experience who wants broader exposure beyond traditional package-level quantity surveying. Working within Arcadis APM Advanced Process Manufacturing division, the role offers direct exposure to client teams, engineering disciplines, procurement specialists, project managers, and construction delivery teams across pharmaceutical, life sciences, microelectronics, data-centre and advanced manufacturing projects. It provides a strong platform to develop experience in cost management, procurement strategy, contract administration, change control, commercial reporting, and full lifecycle EPCM project delivery.
What you'll do
The role sits within the Project Controls Team, supporting multidisciplinary engineering, procurement, construction and client teams with robust cost and commercial management throughout the project lifecycle. Key responsibilities include: Cost & Contract Management Support the preparation and management of cost plans, budget estimates, forecasts, and cost reports across project phases, from concept development through to commissioning and close-out. Support contract preparation, commercial reviews, tender analysis and award recommendations for construction, equipment, services, and specialist trade packages. Assist with contract administration, including interim valuations, progress measurement, variation assessment, change control, payment recommendations, commercial reporting, and final account support. Estimating & Tendering Prepare tender enquiry documentation, bills of quantities, pricing schedules, and commercial clarifications to support competitive contractor and vendor procurement. Review contractor and supplier submissions, support bid evaluations, and provide commercial input into procurement strategy, tender recommendation, and contract award processes. Data & Benchmarking Develop, maintain, and apply historical cost data, benchmarks, and key project metrics to support estimating, cost planning, and continuous improvement across future projects. The successful candidate will support projects within the Pharmaceutical, Food, Chemical, Heavy Industrial and mission critical sectors, including data centres, microelectronics, advanced manufacturing, and other high-reliability facilities, with involvement across the following project phases: Conceptual Studies Detail Engineering & Procurement Construction Commissioning & Qualification Close Out & Handover Candidate Profile, Experience & Skills Degree-qualified in Quantity Surveying, Construction Economics, or a related commercial discipline. 38 years experience in quantity surveying, cost management, contract administration, procurement support, change control or commercial reporting within consultancy, contractor, client-side or complex capital project environments. Experience within EPC/EPCM, PQS, contractor or engineering consultancy settings would be looked on favourably. Sector exposure in pharmaceutical, life sciences, datacentre, microelectronics, advanced manufacturing, or other mission critical projects would be beneficial; strong commercial experience on complex capital projects in other sectors will also be considered. Working towards or having attained chartered status with the SCSI and/or RICS would be advantageous, with support available for continued professional development. Willingness to undertake occasional travel to the UK or mainland Europe, as required to support project delivery, client engagement, or site-based activities. Technical Skills Good working knowledge of cost management and project controls tools, including Excel, Word, and PowerPoint; experience with CostX, BuildSoft, MS Project or Visio would be advantageous. Experience with procurement, scheduling, change management and earned value or progress measurement processes would be advantageous. Key Attributes Good commercial awareness, analytical ability, and attention to detail, with the confidence to support cost and contractual matters in a structured project environment. Ability to prioritise workload, work collaboratively and support multiple workstreams in a fast-paced, client-focused project environment. Strong communication, stakeholder management, and teamwork skills, with the ability to engage effectively within multidisciplinary teams and with clients, contractors, vendors, and internal project teams. Reporting to the Estimating, Contracts & Procurement Manager, the role will provide cost management, procurement support, contract administration, change control and commercial reporting support across the full project lifecycle.
