Website: Global Gateway - Introduction and context The EU’s Global Gateway initiative aims to mobilize over €300 billion by 2027 for sustainable infrastructure across key sectors like digital, energy, health, and transport. It marks a shift from fragmented aid to an integrated model combining development finance, export support, and private sector engagement — aligning with the EU’s green, digital, and geopolitical priorities. As competition from state-backed actors like China and Japan intensifies, the EU seeks to strengthen coordination between its development and export finance institutions (DFIs and ECAs) to offer a unified alternative. Invest International plays a unique hybrid role in this framework, being the only Dutch and EU partner that integrates financing, project development, and private-sector collaboration, reflecting the Netherlands’ longstanding approach of linking trade and development. For the Netherlands and Invest International, Global Gateway is seen as a futureproof agenda of geopolitical importance with objectives for trade, development and attracting EU funding. It is an opportunity to finance projects for Dutch business or Dutch strategic interest, connected to private sector development in emerging markets but also look for more strategic partnerships with other European partners to create a stronger value proposition for the EU. As an Implementing Partner appointed by the Ministry of Foreign Affairs (MFA), Invest International is positioned to lead EU-backed infrastructure and development projects that advance both Dutch economic interests and sustainable growth in emerging markets. The Global Gateway Development Team The Global Gateway Development Team (GGDT) will equip Invest International with the capacity to originate, structure, and finance complex infrastructure and other strategic projects, particularly those aligned with the EU Global Gateway initiative and Dutch international economic priorities. The Team will initially be incubated within the Business Strategy and Innovation Unit to develop GG related infrastructure investment pipeline for IIPP and IICC and leverage EU and other funding sources. The GGDT will operate with a core team of 10 FTEs over time, supported by additional expertise as required. The Team will utilise Invest International's existing IT, legal, compliance, risk, and finance processes and systems. The GGDT will require a carefully structured human resource plan to support its growth trajectory from establishment through maturity. The position Role Purpose The Stakeholder Lead is responsible for designing, coordinating, and delivering the stakeholder engagement, communication, and alignment processes for Invest International’s Global Gateway corridor projects. The role ensures that each project is developed through a transparent, inclusive, and strategically aligned approach — engaging communities, government institutions, private-sector partners, and international and local actors. This position requires a deep understanding of stakeholder dynamics in complex infrastructure and corridor environments, as well as strong communication, facilitation, and strategic advisory skills. The Stakeholder Lead acts as both a strategic partner and public-facing representative of the project, collaborating closely with project managers, corridor leads, and institutional partners to secure legitimacy, alignment, and long-term impact. The role contributes to the broader Global Gateway mandate by ensuring that corridor investments are aligned with geopolitical priorities, compliant with EU and Dutch frameworks, and embedded in robust social, political, and institutional ecosystems.

1. Stakeholder Strategy & Planning Develop and implement comprehensive stakeholder engagement strategies for corridor projects, integrating political, institutional, private-sector, and community dimensions. Map and analyse stakeholder interests, influence, risks, and relationships; maintain dynamic stakeholder databases and monitoring systems. Identify risks and opportunities emerging from stakeholder dynamics and provide strategic advice to project managers and senior leadership. Contribute to the development of Global Gateway strategies and ensure stakeholder considerations are fully integrated into project design and investment planning. 2. Strategic Communications & Positioning Develop project communication plans, narratives, messages, presentations, and external engagement content. Ensure alignment between project-level communication and Invest International’s messaging, in particular working closely with the front-office departments. Plan and manage visibility events, workshops, and multi-stakeholder sessions to promote transparency and collaboration. Support senior leaders in preparing for political, executive, or community engagements through briefing notes and stakeholder analyses. 3. Convening & Facilitation Design, organise, and facilitate multi-stakeholder dialogues, technical workshops, and high-level meetings involving communities, government agencies, DFIs, and private-sector partners. Act as a credible and trusted spokesperson for the project, alongside the project lead and Invest International management. Mediate conflicting interests and create constructive spaces for negotiation, problem-solving, and consensus-building. 4. Alignment & Governance Support Foster vertical and horizontal alignment across government agencies, private operators, financiers, EU entities, and community stakeholders. Contribute to governance frameworks supporting participatory decision-making and shared ownership of corridor objectives. Coordinate with EU Delegations, ministries, regional authorities, and Team Europe partners to ensure policy coherence under the Global Gateway framework. 5. Monitoring, Reporting & Knowledge Building Establish and maintain stakeholder monitoring indicators and engagement logs in coordination with M&E and IESG functions. Report regularly to the Project Manager, Unit Manager, and relevant governance bodies on stakeholder progress, risks, and lessons learned. Capture best practices and support knowledge-building on inclusive development, corridor governance, and stakeholder engagement methodologies.

Required MSc in Political Science, Public Affairs, International Development, Social Sciences, or a related discipline. Minimum of 6 years’ experience in stakeholder engagement, communications, public affairs, or community relations — ideally within infrastructure, regional development, or large-scale investment programmes. Proven experience working in diverse stakeholder environments in emerging markets, preferably in Africa. Demonstrated ability to navigate political, commercial, and community interfaces with diplomacy and cultural sensitivity. Experience designing and implementing stakeholder engagement frameworks and monitoring systems. Excellent written and verbal communication skills in English. Preferred Knowledge of EU development policy, Global Gateway frameworks, or multi-country infrastructure programmes. Knowledge of the social side of international standards. Experience coordinating with government authorities, DFIs, and local communities. Salary scale 17: this indicates a monthly gross salary range between €6,415 and €7.618, excluding holiday allowance and 13th month based on a 40-hour workweek.
